NPC deputy: large elderly care communities & towns should be built in Jingjinji

Chen Yulu, a deputy to the National People’s Congress and vice governor of the People’s Bank of China, suggests that large comprehensive elderly care communities and towns with top-down design and financial support and involving social participation should be built against the backdrop of coordinated development in Beijing-Tianjin–Hebei region.

According to Chen, building large elderly care communities and towns in the suburbs of Beijing and Tianjin as well as Sanhe, Dachang and Xianghe in Hebei province next to Beijing where both the population density and land price are low can provide higher quality elderly care services and ease the pressures of aging population five years in advance and overcrowded central districts. A stable population of elderly people may also reduce frequent population movement.

Chen thinks that government should make a top-down design to work out policies related to household registration, medical care, pension, land use and infrastructure construction and create favorable environment for large scale financial capital inflow.

He especially mentions that building large comprehensive elderly care communities and towns is a major measure of supply-side structural reform that combines elderly care service industry, high-tech eco agriculture and tourism industry and will become a new engine for the future economic development in Beijing, Tianjin and Hebei rather than pure real estate development.
