The essential aim of the Made in China 2025 initiative is to accelerate the country's industrial upgrade and transformation to meet the domestic demand of variable equipment and industrial products.

Foreign and Chinese enterprises will continue to be treated equally under the relevant policies. With new energy vehicles as examples, enterprises are allowed to access the Chinese market only when they can offer a full range of development and manufacturing technologies. The requirement doesn't just target foreign enterprises, and also doesn't force the foreign enterprises to transfer their technologies to China.

The original intention of the policy is to avoid the phenomenon when certain companies cheated subsidies and left the market after making money.

On mobile rates for domestic roaming and long-distance calls

The Ministry of Industrial and Information Technology pays strong attention to the total cancellation of the mobile rates for domestic roaming and long-distance calls.

The Ministry is now actively promoting three major telecom carriers to overcome difficulties and accelerate their steps to scrap their domestic long distance and roaming charges, so that the carriers can achieve the goal in advance.

On difficult access to quality medical services

The country has pledged to set up a multi-level medical treatment system to solve urban and rural residents' difficulties in seeing doctors.

The country will further optimize its medical services to let quality medical resources benefit more patients in a bid to ensure Chinese citizens can recover from illnesses at local hospitals.

On the medical insurance network and direct settlement of inpatient costs

The Chinese government pledged to set up a national network for medical insurance information and achieve a direct settlement of Chinese citizens' inpatient costs in non-residential sites.

In 2016, a direct settlement of residents' inpatient costs within a province was realized. So far, eight provinces have carried out a direct settlement of residents' inpatient costs across these provinces.

On artificial intelligence

In light of the new development of artificial intelligence, the Ministry of Science and Technology is gathering experts in scientific, technical and business circles, and some innovative enterprises and entrepreneurs to formulate a guideline on promoting the innovative development of the country's artificial intelligence. The move aims to facilitate the application of artificial intelligence in economic development, people's livelihoods, social well-being, environmental protection and national security. So far, the Ministry of Science and Technology has worked with relevant authorities to draft the guideline, which is estimated to be issued after the annual two sessions.

On scientific and technological innovation dividends

In 2017, the Ministry of Science and Technology will let Chinese citizens enjoy bigger scientific and technological dividends and rely on maker spaces and technological business incubators to widen the channels for technological startups. So far, the country is home to 4,298 maker spaces, more than 3,600 technological business incubators and at least 400 technological business accelerators, which form a service-chain of business incubation providing more than 1.8 million job opportunities.

On Belt and Road Initiative

The achievements made by the Belt and Road Initiative are beyond expectations. Last year Chinese companies invested $14.5 billion in markets along the Silk Road Economic Belt and the 21st Century Maritime Silk Road. Over 50 cooperation agreements were signed between governments. Chinese firms have contributed 180,000 job opportunities and nearly $1.1 billion in tax revenue along the routes.

On consumption

Consumption is the first power driving China's economy. China will implement a series of measures to encourage Chinese people to spend money in the domestic market. The measures include expanding effective supply, improving supply quality, lowering costs, strengthening areas of weakness and promoting innovation in transportation.

On the trade relationship between China and the US

China and the United States are mutually reliant and very important to each other. Cooperation is the only right choice between the world’s two largest economies. The Chinese government will continue to build mutually beneficial and complementary economic and trade relations with the United States, with a goal to generate more benefits for both peoples.
